Code, U.S.C.A. Title 11 Section 366. (h): The utility may refuse to provide service to an applicant when there is evidence that the applicant is using service in an unauthorized manner or is tampering with the equipment furnished and owned by the utility.
Constitutional Right to Refuse Service
Business owners have the right to refuse service or turn away a customer to protect their patrons and business from a potential threat or health concern. For example, “no shirt, no shoes, no service” and other dress codes are the types of requirements that private businesses can impose on potential customers if it is not discriminatory.
